23 individuals charged by Fulton County Grand Jury

On Monday, Oct. 27, the Fulton County Grand Jury considered indictments charging 23 individuals with Fulton County crimes, according to Prosecuting Attorney Roger D. Nagel.

Russell Dopp, 42, Wauseon, was indicted on one count of importuning and two counts of gross sexual imposition. It is alleged that between June 20, 1992 and July 20, 1994, he solicited another who was under the age of 13 years of age to engage in sexual activity with him.

During this same time frame, it is alleged that he had sexual contact with another who was under 13 years of age.

Between June 1, 2005 and Aug. 15, 2005, it is alleged Dopp had sexual contact with another who was under 13 years of age.

This case is being prosecuted by Special Prosecuting Attorney, Morris Murray of Defiance County. Case Number 08CR000147.

Jamie Dean, 28, Okolona, was indicted on one count of passing bad checks. Allegedly, between April 18 and May 1, 2008, he wrote a series of bad checks to Pamida in Archbold, totaling $520.75, knowing the checks would be dishonored. Case Number 08CR000133.

Roger E. Sherman, 24, Morenci, Mich., was indicted on one count of forgery and one count of receiving stolen property. Allegedly, on Sept. 20, 2008, he attempted to cash a forged check stolen from his parents. Case Number 08CR000130.

Anthony R. Howey, 33, Gladwin, Mich., was indicted on one count of theft. It is alleged that on Sept. 8, 2008, he stole property valued at more than $500 but less than $5,000. Case Number 08CR000144.

Morgan Bedard, 30, Rosebush, Mich., was indicted on one count of theft. It is alleged that on Sept. 8, 2008, he stole property valued at more than $500 but less than $5,000. Case Number 08CR000142.

Sada P. Juares, 32, Napoleon, was indicted on one count of identity fraud and one count forgery. Allegedly on Sept. 25, 2008, he used a social security number which did not belong to him in order to obtain employment and benefits. Juares currently has an immigration detainer action pending. Tomas Ramos III, 22, Wauseon, was indicted on one count of receiving stolen property and one count of criminal damage. It is alleged that on Sept. 20, 2008, he was in possession of a stolen ATV. Case Number 08CR000128.

Benjamin C. Tinsler, 21, Toledo, was indicted on one count of theft. It is alleged that on Sept. 1, 2008, he stole a credit card. Case Number 08CR000132.

Scott A. Marckel, 45, Temperance, Mich., was indicted on one count of grand theft. Allegedly on Sept. 14, 2008, he stole scrap metal and related items valued ay more than $5,000 but less than $100,000. Case Number 08CR000146.

Anthony G. Spangler, 23, Archbold, was indicted on one count of domestic violence. It is alleged that on Sept. 28, 2008, he caused or attempted to cause physical harm to a household or family member. It is alleged Spangler was previously convicted of domestic violence in 2007. Case Number 08CR000127.

James C. Cayce, 36, Temperance, Mich., was indicted on one count of breaking and entering. It is alleged that on July 18, 2007, he broke into a home with the intent to commit a theft offense. Case Number 08CR000135.

Kierre D. Blackmon, 18, Toledo, was indicted on one count of receiving stolen property. It is alleged that on Aug. 12, 2008, he was in possession of property reported stolen from a residence in Swanton. Case Number 08CR000139.

Brandon D. Minck, 20, Napoleon, was indicted on one count of having weapons while under disability and one count of aggravated menacing. Allegedly on Oct. 11, 2008, he had in his possession a firearm and threatened to cause serious physical harm to another.

It is alleged Minck has a prior conviction for aggravated assault, which prevents him from possessing a firearm. Case Number 08CR000141.

Michelle J. Howard, 33, Swanton, was indicted on one count of theft of drugs. It is alleged that on Oct. 9, 2008, she stole Oxycodone tablets and liquid morphine. Case Number 08CR000145.

Rusty D. Robinson, 25, Swanton, was indicted on one count of burglary and one count of domestic violence. It is alleged that on Oct. 21, 2008, he had an altercation with a family member, fled the scene and broke into a neighbor's residence. Case Number 08CR000131.

Joseph L. Johnson, 22, Lyons, was indicted on one count of complicity to commit theft and one count of forgery. It is alleged that on June 16, 2008, he aided Joshua Gallup in stealing a blank check and cashing it with a forged signature. Case Number 08CR000148.

Clarence M. Burger II, 31, Adrian, Mich., was indicted on one count of grand theft and one count unauthorized use of a vehicle. It is alleged that between Aug. 8 and Aug. 9, 2008, he exerted control over a motor vehicle beyond the scope of the express or implied consent of the owner. Case Number 08CR000137.

Chad R. Schmieder, 28, Toledo, was indicted on one count of theft. It is alleged that on Sept. 22, 2008, he stole property valued at more than $500, but less than $5,000. Case Number 08CR000136.

Tasha McGuire, 19, Wauseon, was indicted on one count of theft. It is alleged that on Sept. 14, 2008, she stole lottery tickets valued at more than $500, but less than $5,000. Case Number 08CR000140.

Stacey L. Maness, 22, Wauseon, was indicted on one count of theft. It is alleged that on Sept. 14, 2008, she stole lottery tickets valued at more than $500, but less than $5,000. Case Number 08CR000134.

Brian M. Lilly, 29, Delta, was indicted on one count of rape, one count of sexual battery and two counts of gross sexual imposition. It is alleged that between Jan. 1 and Oct. 23, 2008, he engaged in sexual conduct and had sexual contact with another who is less than 13 years of age. Case Number 08CR000138.

David A. Gillen, 45, Delta, was indicted on one count of domestic violence. It is alleged that on Oct. 26, 2008, he caused or attempted to cause physical harm to a family or household member. It is alleged that Gillen was previously convicted of domestic violence in 2006. Case Number 08CR000143.

Jennifer I. Andrews, 26, Swanton, was indicted on one count of disseminating matter harmful to juveniles and one count sexual imposition. Allegedly between Sept. 13 and Sept. 14, 2008, she presented to a juvenile material or performance that is obscene and engaged in sexual contact with a person who is 13 years of age or older, but is less than 16 years of age. Case Number 08CR000129
