Assistance available for winter heating bills
The Lorain County Community Action Agency began providing Lorain County residents with assistance to pay gas and/or electric bills on Nov. 3. Funding for the Winter Crisis Program comes through the Ohio Department of Development Office of Community Services.
This year Lorain County Community Action Agency was given an increase in funding by the amount of $116,000 for a total of $566,000. The Winter Crisis Program (WCP)/Emergency Home Energy Assistance Program (E-HEAP) will continue through March 31, 2009 or until all funds are exhausted. Eligible customers who are serviced by regulated utilities for both primary and secondary heat sources will be provided up to $175 through WCP to prevent utility disconnection or to restore services.
There will be funds to pay for gas and/or electric bills. Homeowners as well as renters must have a disconnection notice and/or proof that the services are currently off. They will also assist those who have less than a 10-day supply of bulk fuel, such as heating oil or propane or are in need of wood or coal. They will process regular HEAP applications and continue to enroll and/or verify Percentage of Income Payment Plan (PIPP) participants. These programs are for low income Lorain County residents who are below 175 percent of the federal poverty guidelines.
Residents must have the following documents ready when come in for an appointment:
* Proof of income for the past 90 days.
* Primary and secondary heating bills.
* If services are shut off they must have a copy of lease agreement or proof of home ownership.
* Social Security cards for all members of the household.
* A copy of recent fuel/utility bill.
* A signed HEAP application.
* A disconnection notice or have proof services have been turned off.
