White met with the manager of the clinic who stated the dogs -- which reside at a house just west of the clinic -- harass and intimidate customers that walk to and from the building. She also stated on one occasion, the dogs chased two employees in to the building. The manager had talked previously with the dog's owner, Laura Adkins, and returned the dogs to her home several times.
White walked over to her Cooper Foster Park Road home and knocked on the front door. After receiving no answer, he walked around to the back of the house where he was greeted by two medium-sized dogs.
According to the police report, the larger of the two bared its teeth at the officer, all the while assuming attack mode. The smaller dog circled the officer while growling and baring its teeth.
At this point, White deployed his pepper spray and began spraying both dogs. After emptying the smaller container, the dogs retreated to another part of the yard, while maintaining their aggressive behavior.
Adkins then entered her backyard from a neighbor's house and took control of the two dogs.
After advising Adkins of the complaint filed by the manager of the animal clinic. White also informed her about a city ordinance she violated for having her dogs running around at large.
